TWA's Legislative CommitteeThe TWA Legislative Committee works in advance of each Texas Legislative Session to develop consensus positions on Texas water issues and inform the Association’s legislative agenda. Nearly 200 members from across our diverse membership come together each interim to discuss key challenges in state law and identify potential solutions. Any legislation or policy position advanced from the committee to the TWA Board must receive at least 90 percent consensus among voting committee members, reflecting the strength and credibility of TWA’s consensus-based approach to sound water policy for Texas. 2026–2027 COMMITTEECommittee ChairsMatt Phillips, Brazos River Authority Subcommittee ChairsState Water Planning and Implementation Groundwater Export and Large-Scale Production Joint Planning, DFC Management and Achievement, Production Caps, and Sustainability Data Centers ResourcesPlease find resources below, including the 2026–2027 committee member roster, updated agenda with issue list (April 1, 2026 meeting), and operating procedures.
