TWA IN THE NEWS. As conversations around Texas water policy continue across the state, TWA serves as a trusted resource on the issues shaping Texas water.

Recently, TWA’s Director of Policy & Legislative Affairs Sarah Kirkle joined the Hello Houston live show and spoke with the Texas Tribune about key challenges to implementing water supply projects and actions the state can take to address growing water concerns.

AGENCY UPDATES

WATER RIGHTS DISCLOSURE LANGUAGE ADDED TO REAL ESTATE CONTRACTS. In a huge win for informed decision-making and more effective water management in Texas, real estate contracts will require disclosure of groundwater and surface water rights and provide information about regulation of water rights effective July 1, 2026. 

This effort was initiated by TWA and the Texas Alliance of Groundwater Districts, using committees that drafted initial versions of the disclosure language. Thanks to all who served on those committees, and especially to Brian Sledge and Charles Porter, who worked these past few years to negotiate specific contract language and address the concerns of realtors to get this effort across the finish line.

PUBLIC COMMENT PERIOD: DRAFT 2027 STATE WATER PLAN. The 2027 State Water Plan draft includes 10 recommendations, including defining an interregional conflict solely as an overallocation of planned use of water supply, repeal of interregional planning council requirements, and repeal of infeasibility strategy assessments, among other data-related proposals. The public comment period is now open. Comments may be submitted online through May 29 or during the online public hearing on May 27. Visit the 2027 State Water Plan page for more information.

PUBLIC COMMENT PERIOD: DRAFT FLOOD INFRASTRUCTURE FUND INTENDED USE PLAN. TWDB has published the proposed 2026–2027 Flood Infrastructure Fund (FIF) Intended Use Plan (IUP). The draft FIF IUP outlines the proposed structure and types of financial assistance available for project financing of drainage, flood mitigation, and flood control projects. The public comment period is open through June 12, and comments may be submitted online.

WATER SUPPLY AND INFRASTRUCTURE GRANTS APPLICATIONS NOW OPEN. TWDB is accepting applications for about $1 billion in Water Supply and Infrastructure Grants (WSIG), funded by HB 500. The WSIG opportunity provides 100 percent grant funding for eligible water supply and water infrastructure projects. TWDB is hosting an application Q&A webinar on June 4, and applications are due by July 30. Find application and webinar details on the WSIG webpage.

TCEQ DRAFT: 2026 TEXAS INTEGRATED REPORT OF SURFACE WATER QUALITY. The Texas Integrated Report describes and summarizes the status of the state’s surface waters, including concerns for public health, fitness for use by aquatic species and wildlife, and specific pollutants, and is required by Sections 305(b) and 303(d) of the federal Clean Water Act. TCEQ adopted the 2026 Texas 303(d) List on April 1, 2026. Find more information here.

TCEQ DAM SAFETY WORKSHOPS. TCEQ is hosting two Dam Safety Workshops this summer, July 15 in Austin and August 5 in Arlington. These workshops will provide owners and operators information on state dam safety regulations, emergency action plans, and operations, maintenance, and inspections.
